CELEA CELEA, the Consortium of East Lancashire Enterprise Agencies Limited, was formed in April 1991 by the Executive Directors of the Enterprise Trusts in East Lancashire. The company is limited by guarantee and was formed principally in order that the business advice and counselling to potential and existing entrepreneurs in East Lancashire could be provided on a co-ordinated and positive basis for the ultimate benefit of the local economy. All the Enterprise Agencies are members of the National Federation of Enterprise Agencies and all our business advisers are members of the Institute of Business Advisers. CELEA comprises:
